Yes, generally author's last name (or translator or editor if there is no author) is always first. But not all web pages list an author, so you would use the name of the website if no author is given. For MLA, an electronic reference for an Academic Department would look like this:
Microbiology and Immunology. dept. home page. Standford U School of Medicine. 15
Feb. 2007
