Certainly sound like a swim bladder problem to me. Plan on treating him with an antibiotic such as Furanace or Marycn as soon as you can.

It is very likely a swim bladder problem. Try Marycn, and if that doesn't help, put in some plants so that your fish can perch on the plant near the top. This way he doesn't have to swim that far to breath. I had a female betta that had the same swim bladder problem that I never could cure. She lasted another year after she developed the problem, and spent most of her time perched in her plant near the surface.

Also, feed your fish very slowly, and in small amounts. My fish didn't want to go far from her plant, and wouldn't reach for food that floated too far away. If your fish doesn't have a plant yet, chances are that he is spending all of his energy on breathing, and not so much on eating. You don't want to accidentally poison him from overfeeding.

He may have messed up his swim bladder - the organ that allows a fish to move up and down in water. This happened to my betta when he was about the same age. He would struggle to swim upwards, but as soon as he stopped, just start sinking down again. I was really worried, but this only lasted for a couple days. Maybe this is the same with yours?

Take him out of the tank and put him in a betta bowl.Or a small jar for the time being.

perhaps it doesn't when the lights are off and it is quiet and calm and relaxed. my fish rarley moves when am around, but will when it is dark and calm in the kitchen. if your fish is healthy, looks fine, is swimming at all, and the food you give it the previous day is gone by the night or the next morning, than it is fine. don't worry about it.

make sure he is warm. you can lower the water level to help. if you get plants big enough for them to rest on they can usually make rest spots in plants. good luck with the little guy.
