maybe not the same problem ... but i had a similar issue turned out to be spyware problem fixed it with spybot free software ---- make a donation to them if you like it....

you may be able to get around it by going to the start menu and select "run" and type taskmgr.

There are several virii that have this behaviour - and some network configurations also have task manager disabled. If it's a corporate and school network , that's likely the case.
