When one thinks of a girly girl, they think of pink and high maitnence. You need to ask yourself if you just want to change your clothing and hair and makeup and jewelry or just completely become girly girl. What happens once the urge leaves you? Then what? You spend a lot of money, time, and concern for just a little moment?
If you just want to be able to be girly on some days and however else on other days then there are some things you can do. Purses are a help. The bigger the better. Sunglasses are another. Ones that look expensive (they dont have to actually be expensive). Jewelry is another big part. Silver is big right now especially for girly girls. Rings, a bracelet, cute watch, necklace, earrings, etc... Shoes are another must. Shoes complete an outfit. You can always play on colors as to what would be most girly. No black or brown or grey. Be completely colorful and cute.
Your clothes dont have to be extremely tight. Just form fitting. Also, dont just throw on a jeans and a tshirt. You have to put extra thought.
You dont have to just change to be a girly girl forever. Some days I feel like wearing sweats and a cute shirt, other days I take hours to get ready. It's all about the mood.

Little things count: think about your grooming. Make sure you keep your nails in good condition - they don't need to be talons, or even painted, just trimmed and maybe with a clear or light coloured polish, if you can be bothered. Keep your hair clean and neat, at the very least.
When I want to be girly, I pamper myself: use a facial scrub and then a mask; have a shower and use a salt scrub from the neck downwards, or - even better - have a very long bath with essential oils, scented bubbles or a bath bomb. Then, moisturise with a moisturiser that complements whatever you've just used in the bath or shower.
In terms of clothing and jewellery, a little bit of class is a Good Idea. Wear a pretty skirt or a dress, cotton and linen are cool and fresh. I like white, green and pink, and floral patterns when I'm feeling girly. Make sure the clothing suits you. If you really dislike skirts, tailored pants and shorts can also work. Jeans are likewise fine if they fit well and suit your body type.
You don't need too much jewellery, in my experience it's better to have mainly understated jewellery. My grandmother always told me to look at myself in the mirror before I went out, and take off one item. Your taste might run to the Spartan, so that might not be a problem for you.
Watch your makeup: if you wear it I would think that powder, mascara and lip balm or gloss is enough for the daytime. Make up your own mind on whether or not to wear it.
Overall, I consider being "girly" to being tasteful, maybe even a little bit "delicate". Be courteous, watch your grammar and your swearing, and try not to be vulgar or rude. Try to carry yourself with confidence and a little bit of decorum when it's appropriate. Smile. Understand that you're a person worthy of the respect and love of others. It's as much about how you treat others as how you treat yourself.

Try not to waste too much time and money on a new wardrobe and makeover.
As for make up, first analyze your skin, eye and hair color and then find the right colors for yourself. Don't go overboard, maybe just some mascara, eye shadow (not too much) and lip gloss (preferably shear).
When dealing with your hair, find out first the shape of your face and then look for hairstyles that would flatter it.
And look through seventeen magazine to find what clothes are now in style. Though not all styles might look good on your shape. Just look around and ask for advice.

Don't bother with expensive makeup and a complete new wardrobe or even a new haircut....just find it within. You need to feel beautiful on the inside before you do on the oustide (sounds clique but, trust me, I know). Try putting on some sheer lipgloss, a new hairstyle (if you have long hair and always out, try pulling your hair into a sideswept pony tail), putting on some simple hoops could help. A little goes along way.

Get jewelery, wear girly colors like pink and purple. Wear skirts and curl your hair or do something nice with it. Take time in the morning to do your hair nice and to put on makeup. Do your nails and stuff.

I, personally, hate girly girls, but maybe you can try wearing different clothes. Mostly the fact that girly girls like to be perfect, so maybe woory about your hair? LOL, I do not hate you though... :)

go get a manicure every week! Go natural, not acrylics- they are so 1997!!!!! Pale pinks, or really dark purples and wine colors are hot! There is nothing better than a proffessional mani!

Get jewerly. Doesnt have to be expensive. Maybe change your hair. Get some stylish cloths i guess. But always keep it comfy. People can tell if your trying too hard

Wear different clothes more pink and tighter stuff and wear your hair layered. Make sure you are very comfortable. And wear jewlery. it makes it look more girly.
