What would be effective negative reinforcement for someone who lets a cat out that scratches your car?

Take the cat to the pound and don't tell them, make sure it's a no kill pound.

Purchase a car cover. However, your asking for negative reinforcments for the roomate. Take pictures of the scratches and get the cat on video doing the scratching just so you have proof its the roomates cat.

Move or find new room mate. Neither positive nor negative "reinforcement" seems to be appropriate judging by the other answers.

Positive reinforcement is preferable. Otherwise in this situation it would veer towards revenge. And revenge by any other name is still revenge.

You need to talk to your roommate again> Try to be nice and positive (not negative...won't work) Tell him/her that they might have to find other living arrangements (or you do so).
