I believe turtles are generally herbivore-invertivores. You should probably stick to freshwater invertebrates, earthworms, insects, fruits, and/or vegetables. It really depends on what type of turtle, but you want to stick to what they would eat in their natural habitat. Their physiology (especially digestive system) and nutritional needs are developed for those specifics.

It depends on the turtle. In general, if a turtle does not eat shrimp in the wild then do not feed it to him or her. Some examples I can think of are: mud turtles eat freshwater river shrimp.

The kind of shrimp we buy in the grocery stores are salt-water shrimp and have too high a salt content for freshwater turtles.

Most water turtles can and do eat shrimp as part of the diet... however shellfish carry a bacteria that can affect a turtle's shell. (Not a problem if the turtle is basically healthy and UVB light is offered.)

Depends on the type of turtle, I'd think. I have two red-eared sliders that I feed freeze-dried shrimp once a week as a treat. They also love red-leaf lettuce and puffer fish! As long as you're not cooking the shrimp in anything, it should be fine as a treat. Remember- turtles will eat as much as you feed them- you've got to make sure they've got a balanced diet!
