I have a neighbor whos son is one of the most horable monster. We live in goverment housing and our appartments conect. He loves to stomp up and down the stairs and pound on the walls till 2:30am. We have complaned to housing,tryed to talk to his mom,and called the police but nothing is ever done. His mom is the town red light. He is 12 years old. His mom is doing the local cop so we cant call him for help. Housing is afrade of her. Her son has been charged with molesting a 3 year old and agine he got away with it. He sets fires and brakes in to others homes. We cant move because its a small town and the jobs are very few and the pay matches. Any help would be wonderful. We even called CPS and nothing is done.

That really sucks. Its sounds like you have tried everything. I think you shoudl actually got to the police station and file a report and the request them to drive by their house around eleven or twelve, so they can catch him in the act.

try to contact a juvenile officer and see if they can do anything.
