From my personal experiences it is the afternoon to evening. The wind seems to lay down at night and slowly pick up through the morning into the afternoon and evening.
This is not scientific it is based solely on my observations and experiences.

depends on were you live if its seattle any time of the day is windy, if your anywere else its between 2 and like 6 depending on when nigh fall comes, morning and late after noon at sunset are usually the calmest
