It sounds like the fish has a system wide bacteria infection. To be totally honest the chances of saving him a slim. You can however treat with a good antibiotic such as Furanace or Marycn and hope to turn it around. I would suggest that you change at least 50% of the water asap an if he is in a small bowl change 100% of the water every 24 hours during the treatment. Change right before you treat.

Sorry for bad news, but best of luck with him

Fin Rot
In beta fish fin rot is a common disease. Fin rot is caused by different types of bacteria, often occuring as a result of poor water quality.

Fin rot is also contagious.

The symptoms include the fins turning white, or shrinking. Often the fins become frayed, and the base of the fins become swollen or enflamed. Sometimes the entire fin almost disappears.

Often cotton like substance will appear on the fins when fin rot is present.

There are many ways to treat fin rot. Since the primary cause of fin rot is poor water quality the first thing you should do is completely change the beta fish water, and clean the tankthoroughly.

Next you will want to add a little Mardel Maracyn 2. Maracyn-2 is a broad-spectrum antibiotic (minocycline) tablet often used to treat fin rot.

Finally some aquarium salt can be added to the tank. If the treatment is working you should notice a significant improvement in your beta fish in about 2 days. Within a week there should be no signs of fin rot left.

If treated correctly fin rot will disappear and your beta fish should return to a normal healthy state. However if left untreated your beta fish may become very sick and eventually may pass away.

I'm soooo sorry, but I can almost guarantee it's fish tuberculosis. it's nothing you did wrong, and no matter what you can't save him. it can be in them and dormant for 6months. I HATE euthanizing fish, but the best thing you can do would be to kill it because tuberculosis is very painful. but ONLY if you do exactly this:

get a small container and fill it with water, stick it in the freezer until there is s thin layer of ice on the top. break the ice. put your fish in it's tank water in a small bowl. add a few drops of clove oil to the water (no more than 4 or 5). wait until the fish stops moving then quickly place it in the ice water. the shock will kill the fish instantly or very fast, but either way he is sleeping so there won't be pain or stress.

go here for more details on fish tuberculosis, I think it's the 12th disease down:

betta fix isn't great medicine -- its like antibacterial body wash for your fish. its good as a preventative but not as a medicine. you should probably try a fairly hardcore antibiotic treatment. something that is gram positive and gram negative. ask at the store for the best stuff they have. kanamycin or trisulfa are good choices. .
