If the only damage is to the number plate, then she will have to pay herself as the total amount of the claim will be lower than her excess! The insurance company only pay out over the value of the excess. They don't entertain small claims, or everybody would claim for every minor scratch! Get in touch with her, explain the situation, and offer to get her a new number plate in return for not reporting her to the Police for using her mobile! She'll be non the wiser - you will need her to produce her vehicle ownership to get the plate made up - so you'll probably have to go together! Good luck with that one!
