There was a lot that the scientists and engineers did not know and could only predict with a small degree of confidence.

The first reactor was built under the football stadium at the University of Chicago. The people who designed and operated it were not sure whether it might blow up and take half of Chicago with it.

When the first atomic bomb was detonated at Alamogordo, NM there were some scientists who predicted that it might cause all of the oxygen in the atmosphere to ignite destroying all life on earth.

The effects of radiation from the atomic detonations were not known. The short and long term effects on the survivors of the bombings of Hiroshima and Nagasaki were a surprise to the scientists and weapons developers.
