Fez (s) is short for foreign exchange student. But when he said his name in an episode all he did was repeat the names of the actors in that 70's show.

There was an episode where he says his full name, but a bell rang. He was actually just saying the names of everyone in the cast of the show. But FEZ is supposed to stand for Foreign Exchange S(z)tudent.
