Received this in a letter from mortgage company after a request that prepayment penalty be refunded.

2605(e)(1)(A) just says that your loan servicer has a duty to respond, acknowledging the receipt of your inquiry or request within 20 days, unless they have granted your request within that time. In short, it doesn't mean very much as far as your request goes.
