Personally I prefer whisper power filters of those two choices. Something is certainly causing lots of waste in the tank, maybe the color of what is clogging the filer will help. If its green then it's free floating algae. Brown, fish waste. Either way maybe slightly larger, more frequent water changes are in order. Be sure you really clean the gravel well when you change water and that will help too.

I'm not too familiar with the whisper filters, I'm familiar with the type of filter. I do know though, that the gallon rating they give is generally too low. I try to filter 10x per gallon per hour. So, in a 30 gallon tank, I would use a 300gph filter, which would say it is for up to a 75 gallon tank. You should probably upgrade the filter. Oscars are messy fish. Also, you can try swishing the filter pad in some dirty tank water wen you do a water change. This will remove whatever gunk is collecting. If it is a new setup, it could be diatoms building up, or algae of some other sort. If you don't have plants or invertebrates, you can get a medication type thing to use that will kill the algae. I've never used it, I have snails and live plants, but it might help.

Here's the thing, you're going to have to ge ta bigger tank very soon anyway.... so upgrading to a bigger filter is going to have to happen... get rid of that fish and get something that wont' get so big. Take it back to the pet store unless you're planning on getting a 75 gallon tank sometime soon.

Oscars produce too much waste for a 10 gallon. Trade in the oscar for a few guppies or get a 75 gallon tank with a canister filter or two.

You have an Oscar in a ten gallon tank? Get a bigger one, Oscars grow very big and like their space.
