A slice of bread. Don't laugh until you try it. I know an old rancher who had a heck of a time with a big bull that always managed to get out of the pasture. He would simply carry a loaf of bread up to the bull - show the bull what he had and then that massive animal would eagerly follow the rancher down the lane and back in through the pasture gate - getting a single slice of bread now and again along the way to keep his interest up.
Horses and ponies like bread, too.

I am pretty sure that cows love salty and sugary things, so a salt or sugar lick would be best.
