Drawing in poor light is hard on the eyes... but drawing anything definitely heightens your ability to see things other people don't see.
Eye exercises like making your eyes follow an imaginary figure eight are very good for your eye muscles and will prolong your good vision for much longer. Those muscles need exercise just like the rest of your body! I didn't need reading glasses til I was about 48, and I've been drawing since before I could read.

Using your eyes to focus for a long time on anything can make the eye muscles sore, cause your eyes to water, and/or give you a headache, but it won't affect your vision on a permanent basis. Neither will reading under the bedcovers with a flashlight. Looking at a computer monitor or a TV for too long can have the same effect. Try to take breaks every ten minutes or so and focus on something in the distance for half a minute, like looking out the window.

not in the technical sense. but your eyesight can definitely affect how you draw.
artists learn to notice light and unique things because their eyes are trained to do such.

I don't know, but I've heard that reading over a long period of time slowly weakens eyesight, causing near-sightedness.
