i know about the main value to the home, however i have a frozen and cracked pipe before the main value

Call the deparment of public works. There's probabl;y a shut off outside in a little iron capped pipe. This requires a special wrench.

Don't worry, DPW has metal detectors, they can find even under snow.

every system has a main valve ,if the pipe is broken before the main you must get people fom the water board to turn of the pipe further up the line ,you are not alowed to do that your self because it is the comunity system.
if it is a home system and the water comesx from a feed from a river or creek you must go up there and block it

There is a shut off valve between the house and the water main in the street. It is usually right on the property line. The local municipality will have to shut it off for you.

Gosh if you can't turn off the main valve, I guess another option is to turn off each faucet . . you know, like below, each hot/cold faucet has it's own turn off. But I'm not a plumber so maybe you'll hear from one.

call the water company, outside in your front yard there is a 3 inch diamiter metal disk(lawn mower killer) with a bolt in the center. it is in fact a water valve. they will turn it off and you can fix it from there

You have to call the city and have them turn it off at the street

should be in the basement you will see a main valve comming into the basement
