I believe in all states you can get hired at some places when you are 15. There are so many restrictions and ways that the employer can get in trouble, however, that pretty much everywhere you apply won't hire you just so they don't have to deal with the hassel.
I used to work at Little Caesars, and they hired 15 year olds there. You could also try a McDonalds or any other fast food resteraunt

I used to own a small business in the State of Georgia, where several 14 to 15 year olds wanted to work after school and in the summers. The Georgia Department of Labor made it a bit difficult to officially hire them.
That's why so many teenagers do side jobs: baby-sitting, cutting grass, shovelling snow, cleaning houses, etc.
The employers can pay you cash
...and as long as you earn under $600.00 from each "boss" per calender year, nobody has to declare this as taxable earnings.
Note: Make sure that your "boss" is not going to file your income for a tax writeoff. They will understand this question, even if you don't - and will probably be very understanding, especially if you are a good, honest worker. Remember, these "bosses" make wonderful references when you're 16 and can get a real job! : )

Many places will not hire 15 year olds because of the hours they cannot work and plus the permit stuff. You may want to check around asking different places but you are better off waiting until your 16
