My teacher gave us an assignment that we are to figure out what rhetorical device was used in this particular sentence. I cannot figure it out and have been reading up on multiple websites about rhetorical devices with no avail. Can anybody help me on this please?

The statement was "Marijuana should be legalized because it will not disrupt society and the money being used to enforce the laws today could be used towards something better like health care or education." What rhetorical device was used?

The money spent on legal enforcement of maijuana could be used for health care and education. That appeals to our emotions.
