theres a difference between juvenile (18 and younger) and adult consequences...

if convicted as a juvenile, you may go to a "juvy," or possibly a bootcamp, or you may possibly be forced to do X amount of community service hours, etc..

if convicted as an adult, you are considered to have complete understanding of your actions, and therefore you're subject to harsher punishments... harsh punishments may include death penalty, a life sentence, jail time in an "adult" prison, etc...
less serious punishments may include community service hours and a few days in prison... (or a $ fine..)

the youngest i've ever heard of someone being convicted as an adult is probably 14 or 15... murder of course...

from my experience, living in a generally low-crime country, the way to deal with crime is not to punish harder, neccessarily...

when you increase the severity of laws and only take steps to end violence through more severe laws... it will only increase the resistance to these laws...

when people are agitated, and you try to deal with this agitation by making more laws and harsher penalties for these laws.. it will only create more resistance and agitation to law enforcement officers...

new policies that appease these agitated people, without putting national or state security in any kind of potential danger, will lower the tensions...

Morales like family is the most important thing in life, manners, respect, hard-work, and dedication should also be tought to kids in schools at a young age.. people who live by these morales generally dont cause as much senseless crimes.

Crime isnt something that someone is born with.. Its not a genetic disorder, and its not a disease. Crime is influenced by what's around you...
To lower crime, you need to unite people by dedicating yourselves to your town and most importantly, to your country... not neccessarilly, however, your government...
clean up communities, require X amount of community service hours for kids in public schools, create elderly homes and organizations in which people can unite and give back to their elderly generations who have worked to give you what you have now... this will not only unite people.. but it will also increase your dedication to your community/country (in a positive way, unlike other places currently in the world..) and it will teach the younger generations the importance of working hard and making a difference...

ONTOP of these.. almost socialist sounding changes... harsher punishments and laws must be slowly, but smartly introduced...

You mention that these answers may affect the laws in Brazil (doubtful..lol, but worth 10 minutes of my time..) ... so im assuming your planning on using these answers to inform you about these things before you make a decision on what you support in regards to this matter in Brazil...

and from what i know, i dont want to pass judgement or anything...
Brazil is a very dangerous place for travelers...

Intelligence and Police detectives need to crack down on this in order for Brazil to start to be introduced to different cultures all over the world, including western cultures as i have spoken of above. In Australia anyone can be arrested for a crime and charged. Those that fall into the category of Minors are charged in the Childrens court. Depending on the severity of the crime they will be gaoled in a juvenile detention compund. Those that are arrested for minort infractions , grafitti, or proprty damage will receive fines and community service . Stealing of posseons or carjacking will be juvenile detention also. Those attaining the age of 18 will be sent to adult prison.
