Sometimes you just have to find one brand that works well for you.
You could try to wear skinnier jeans and/or wear a belt.
Maybe your butt is a little bigger than the average, or a little smaller.

I have this problem too. The pants don't fit appropriately. I have a tiny bum and thick thighs and a little belly. I have to get a larger size for the belly but then they don't fit anywhere else. lol.
i have had the best luck with old navy pants but after a little while they will still sag (even with a belt). so i have no answers for you. the only option would be to get custom made pants...

Are they a size or more too big?
Have you lost weight recently?
Do you not have hips or a butt?
To solve this, get a smaller size and wear a belt.

either you have an unusual shape or you are buying jeans bigger than your actual size. try smaller sizes and see if that helps.
