Could it mean stoked, jazzed, happy, proud etc.?

Is there a current dictionary or thesaurus on the web with these new terms explained? If so, where?

Chuffed means a loud or noisy sound, something like what a train engine makes. In the absence of the actual sentence in which this word was used by your friend, it is difficult to say what the usage was meant to be.
The meaning of chuffed in slang is 'very pleased'.

When my British friends say they are chuffed, they mean that they're extremely pleased, ecstatically happy about something.
Was there anything else in that e-mail to support that?
