I would guess that in the movies..when being shot at ...there is probably someone else around he is trying to protect so he is letting the gunman rid the bullets out of the weapon so he can get him to stop fireing so he can kick his butt??

Well my guess is that bullets have no force or impact, they are penetrating and quick - but they can't get through him. They don't knock him back or anything...
On the other hand, throwing things has more kinetic force and may knock him back, push him to the ground, bury him, or something like that.

Bullets bounce right off, but if you hit him with like peanut butter or paint he's gonna have to shower and wash his clothes!

Because the stuff you throw at him, like your empty gun, has physical evidence on it that you were using it, like your fingerprints. If it hit him it might get damaged enough to destroy that evidence, so he avoids it.
At least that's the answer I'm going with. Anything else makes him seem stupid.

That's kind of funny, though bullets probably only leave small bruises on him, but other things might leave bigger bruises.
