Well... First of all I think it is because France and Germany weren't exactly best friends at the time the theatre was open...
Le Théâtre du Grand Guignol opened in 1897 and closed in 1963 (though english Wiki says 1962).
At that time, they'd only recently come out of the 1870 war, where France was humbled and lost l'Alsace-Lorraine. In addition, that war caused both France and Germany to change their government. (Into IIe Reich and IIIe République)
Then, in the beginning of the 20th century, there was world war I and II. That didn't exactly improve french-german relations either.
(I'm sorry to bring up the wars again, but I'm just trying to answer your question in the best possible way)
Paris was the cultural capital of Europe, an exemple for everybody, for quite a long time. But in 1897, not anymore.

And then, there are some artistic reasons too.
Germany has practically founded the romantic tradition, but they already did in the 17th century! About 150 years before the TdGG was founded.
The horror plays of Le théâtre du grand guignol (TdGG) are romantic plays, by their inspiration, although they are influenced by naturalism and fin de siècle decadence too. By romantic, I obviously mean the literary movement, which produced also products as the gothic novel in England.
But I don't really know what theatre was like in Germany at that time. An interesting work seems to be: http://www.h-net.org/reviews/showrev.cgi?path=299211147273397 .

In conclusion, I think the main reason is because France and Germany didn't maintain a very good contact at that time.

Well, that's my opinion. I'd be delighted to hear yours.
