just tell her u will always be in touch with her and that you will mainly use it for emergensies. also, if ur mom is like mine, she would want u to talk to her more then say we could have conversations over the phone. also, "Hi, mom im using [anyones name]'s phone..." say my friends are getting mad at me for using all their minutes. plus, its a great deal for the phone and say u will be responsible with it and always keep it charged and on u. believe me, works every time. this worked with a bunch of my friends so i suggest u try it out.

Whenever bargaining, state the cons first, then say what you think, then say how the decision would benefit the opposing party so here that would be:
Mom, i know that cellphones and their plans can be expensive, but it would make my life so much easier. I already got a cell phone from my friend and i promise to pay half the service fees. And since there's no contract, it wont cost anything extra to stop at anytime.
You could also say that she'll always be able to get in touch with you since you have a cell phone too.

I'm always up for some honesty..... But that's gonna depend on what kind of relationship you have with your mom....... I'm guessing you're preteen? I would go for the "safety" issue.... and that is not a lie! I would not let my kid leave the house without a cell phone these days...... too many sickos out there, and alot of ways to get into danger.... a cell phone gives you a certain amount of security.
If mom agrees to let you have the phone.... make no mistake~~ the first thing you are gonna need to do is PROVE THAT YOU ARE RESPONSIBLE WITH IT!!!!! Watch your minutes, and do your best to help pay for your minutes... maybe chores, etc.... to earn a little extra "mom support".
Overall~~ I vote to be honest with her, and point out the VERY REAL safety issues that would make a cell phone a plus for you.

unless your prepared to offer to pay for the whole service, i wouldnt bother. your mom isnt going to want to take on financial obligation, (even prepaid) or she would have done it by now.
