Argument must be settled. I say "1". My friend says "0".

So if one refers to the 1990's then what they really mean is 1981 through 1990?...I don't think so...A decade is a measurement of a ten year span therefore if you are counting decades then you are counting by tens...ten twenty thirty forty fifty...start with the '0'

Your friend is right, based on how we commonly refer to decades.

The decade of the 90's is 1990-1999.
The 80's is 1980-1989.

A decade is a period of 10 years, 1995-2004 is a decade, 1989-1998 is also a decade.

We don't typically refer to decades counting up from zero (you rarely hear about us being in the 200th decade AD, so the issue of having no year zero is irrelevant.)

Contract this to centuries (or millenia) where we will often see 21st century (which started in 2001, not 2000)

Decades begin with years ending in 1. There was never a year zero.
