The NBA hadn't really enforced this rule up until this year. David Stern (NBA's comissioner), has asked all oficials to emphasize this rule, as well as the "carrying" violation.

There's evidence that this is happening. Turnovers have increased dramatically due to traveling/carrying violations.

According to the NBA:
- If the player wishes to dribble after a pivot, the ball must be out of his hand before the pivot foot is raised off the floor. If the player raises his pivot off the floor, he must pass or attempt a field goal. If he fails to follow these guidelines, he has committed a traveling violation.

Hope that clears it up.

Since Jordan has been in the league, you can pretty much walk from outside the 3 point line and it won't be called. Jordan could pretty much walk the entire length of the court and they wouldn't call traveling.
