i have 2 accounts on comp when i wont 2 log of 1 to the other it wont let i have switch user and restart?

You have to enable user switching.

Go to Control Panel > User Accounts

Make sure the Use the Welcome Screen is checked.
Then make sure the Use Fast User Switching is checked.
