Use a floor scraper. It has a heavy, flat steel end and a shovel like handle. Chop down into the ice to get a hole started the scrape it close to parralel to the ground you want to break thing up on. That way it won't harm your pavement.

Weight...take out the snow form under it and the ice will break very easily

If you can get an edge started somewhere, use a square point shovel to get under the ice.

try a knife, screwdriver, hammer, chisel or anything sharp or u could always use a jackhammer
