For a formal manicured bush....boxwood
For topiary that is shaped by a wire use a vine like english ivy.

Depends on what size of sculpture you want to make. I have a small one made from a Thyme bush

Privet, which is similar to boxwood, but grows more aggressively.

Grows best in full sun. Responds well to pruning.

Eugenia, arborvitae, boxwood, golden victory privet, Little Princess Spirea, rosemary, ..........

You can check with your local Home Depot or Lowe's too..... They may have more suggestions.
