they cleaned the snow off but now they wont go back up

Don't sweat it! The same thing happened to my car, The wiper blades were frozen to the windshield when I turned them on and all that happened was the nuts that attach the arm came loose and were no longer tightly connected to the drive mechanism fixed it myself in 5 min. just turn off the wipers so the motor sets them down and take the caps off the bottom of the blade arm and take a socket wrench and tighten the nut back up and they will work like new again!. Next time you get a freze make sure you take your hand and lift the wiper blade off the windshield so its not stuck to the glass and you will never have this happen again

You broke the motor. When too much stress is applied, the motor to move the wipers wears out. Sounds like yours finally did. Not a complicated fix. All you have to do is tell the mechanic (at the dealership) to replace the wiper motor. Should cost $200 tops.

You could have ice on the arms under the hood or the wiper motor is frozen. There could be a short.

well if they were frozen down when you turned them on something broke, but if you are lucky can try to tighten the arms down sometimes that works, the arms mount on a shaft that is splined, and when they are frozen down and turned down they will strip out , so first try to tighten them if that doesnt work they take the arm off, and see if it is stripped out, and see if shaft they mount on is turning if it is you just need new wiper arms , but in future ALWAYS grab them and pull them up to make sure they are free before turning them on, also clear snow and ice from cowl are so they can move freely,

It sounds like the windshield wiper motor.
If its not new enough to have a warranty try auto salvage yard
for a used one.(a lot cheaper)

Had a cavi, but that car sucked!!!!!!!!! It happened to me also. Get a new car!!
