What state/s have the following criteria?
V.Cheap cost of living (esp food & houses) but with lots of work/educational opportunities and low crime rate. Friendly and warm community. No winter, no tornadoes/hurricanes/floods, no earthquakes. With accessible public transpo, christian churches and commercial/recreational areas.

Sounds like a place that doesn't exist. The south has cheaper houses but has all sorts of crazy weather, the northeast is expensive and has winter. Midwest is somewhat cheap, but also has crazy weather. Cali is expensive and has earthquakes. You'd be best living out of the country or even just finding somewhere that has a suitable job and rolling with the punches. If you're trying to fine one perfect spot you never will.

Your question is difficult to answer because it's hard to gauge how much you're willing to tolerate on the quest for cheap housing/low crime/good weather. Could you tolerate a little more crime to have cheaper housing?

Anywhere you go with good weather especially in the winter is going to cost you either with higher crime rates or with higher cost of living.

You might just have to suck it up and stay where you are until either you make more money or become more realistic about what is out there.

Probably San Diego.

There is really no place in CA where you can escape earthquakes. They come with the oranges.
