How can i describe street soccer (futsal) to convince the city hall to build a futsal court?

Im wirting a proposal to city to ask for a street soccer court in one of our local parks. How can i say that playing on a hard surface court is better than a grass field? how can I describe that street soccer is beneficial to the community? How can i say that, those who hate soccer will love futsal and change their mind about soccer?

Explain that Futsal is sport that is popular around the world. The rules are set up in a way to keep injuries at a minimum. A hard court takes up considerably less space then a full sized soccer field and the maintenance is less than it would be for grass.

futsal is extremely popular...i play regular indoor soccer and there is ALWAYS ALWYAS a futsal game going on next to it with tons and tons of fans..it seems so exciting...id play haha. maintenence is less on those fields and people from aorund the visiting towns to come and play and it woudl draw tourists in to watch how some crazy poeple can be about soccer/futsal. money goes up.
