Income taxation is part of the government set-up to enforce contributions from its citizens in order to defray governmental expenses. This is not specifically provided for in the Constitution but could be surmised from the provisions in Legislature to make laws for taxation and other income in generating activities like the granting of licences and business permits.

It didn't until the 16th Amendment came along in 1913. Federal income taxes are a relatively recent thing.

Think it was after the Civil war but not sure. In any event we are taxed but out interests are not represented. They use us for votes, pass laws for us to obey but exclude themselves and totally disregards what we care about unless, of course, it will get them votes. Most of them are more concerned about popularity polls than having any reals convictions about representing the people who put them in office.

As long as the parties are so polarized half of the population will not be represented.
