Is it a title that is in current usage. Is it official, like do you have to get a license to be one? How would one go about acquiring the necessary training?

Any boat manufacturer would either tell you or give practical experience. Most today are fiberglass, but repair in wood is necessary. Go to an area with lots of boating, like the Eastern Shore of Maryland.

Yes, that is what they do. Here is a place to start, I doubt there are many schools available now, wooden boatbuilding is becoming a lost art. http://www.nwboatschool.org/
