The command and option is becoming less useful as administrators are disabling the Messenger service (not to be confused with MS Windows Messenger) to avoid SPAM related pop ups. In the past, I have used it as:

net send jims_login "this is a test message"

where you would substitute jims_login with who you want to send the message to. For additional options, simply use:

net send /?

This will show all options for the command.

net send * message

* = domain, computer name, local computer IP
