He was a tragic figure. He really believed that he was doing the right thing, but the quest became his life and he died bitter.

I believe he is a bit of both, although more so a tragic figure.
Yes, his character is very tragic. He does his best to keep the streets safe, but can't escape the never-ending moral battle between his job and the work of Jean Val Jean. That being said, it is possible to consider him the "villain" of the story, for he is constantly trying to stop the work of Jean Val Jean, the protagonist, but Javert is also a police officer, so that would be a little oxymoronic.

It depends on the way that you perceive him. Javert is a character who sees himself devoted to The Lord and the law. To the supporters of the revolution he is a villain. because he is an enemy and enforcer of the law. Jean Valjean sees Javert as a villain, although he takes pity and spares his life. Javert can also be seen as a tragic figure, most apparent when he commits suicide because Jean Valjean spared his life.

Well, the only reason people lash out is because they were hurt in the past(everything is either a loving response or a cry for help). Think about Maleficent. She kept the girl hostage because no one loved her and she wanted others to see how they felt so they would love her(one of the princess stories.). So Javert could possible be both.

Definitely a tragic figure. He believes that he is doing his job and doing it to his utmost best. And that he is absolutely right. His problem, of course, is that there is no mercy in his justice.
