Debit card. You could also get a line of credit at your bank. It's not a card, but if you need money you can go to the bank and withdraw from the line of credit. Beware there's interest rates similar to credit cards attached. It's a good way to have access to emergency money without getting a credit card.

For an accepted method of payment... usually only cash. If its to control your personal finance, I'd say check or cash. If you're running a small business, a credit line might work, but it would have some costs. If you specify a bit an alternative for what it is and provide some background, it would be easier to answer....
