Well like mine with the credit union in San Antonio. I go to an ATM machine and put the card in with pin number, then I have to check the checking account balance then it is activated. I tried to get money before I activated it thinking that this would do. Not so. On mine you have to check in with your checking account.
The debit card will have instructions on it, on who to call for instructions on how to activate it, if it is a gift card type of debit card.

There are usually at least two ways to activate your debit card.
1. Use it to make a purchase (remember to memorize your pin number).
2. Call the telephone number on the sticky strip (tiny print) and activiate it by phone before you shop or just to have it available for use.
