I could help you but it would be nice to know the topic. There are many parts to government that one could write on.

Everybody has their own strategy for writing papers. I find that for me i write the body first then the conclusion then the introducion. (I tend to change my thoughts and views as i go along as long as it still answers the question & has support)

6 paragraphs isn't that long:

Paragraph #1) Intro
Paragraph #2)Point one
Paragraph #3) Point two
Paragraph #4) Point Three
Paragraph #5) Critique your points slightly so that you can recognize what others may find fault with it then round it out to make it sound like your points are better than any counter-point.
Paragraph #6) Conclusion, sum up your argument, restate your theses in different words

and your done. Also:

Either way you write the paper remember to do the following:

!) Find out what the question is asking
2) Do you agree or disagree with the question
3) why do you agree or disagree
4) find EVIDENCE to SUPPORT your argument

it is always good to find both primary sources (orignal documents of what people said or did such as laws, newspapers, audoclips, gov't docs, etc) and secondary sources such as books about the topic. use a combination of both these to support your position.

Remember to write clearly & conscisely so that you can get to the point of your argument...remember you are not writing a novel so there is no point in drawing it out.

The starting paragraph should go from general to specific details and opposite for the conclusion. Organize the paper in a certain way so that there are four topics, four instances, four something... the other two are intro and conclusion.

Ask your friends, parents and teachers for help with the details or layout.
