It depends on how complex the music you're playing is. Some music takes years to master, others only months. But you should definitely practice at least an hour a day. 4 hours a week won't see much progress, plus the gaps in between practice sessions will mean you'll have more catching up to do.

it depends on the type of music, and how driven you are to learn... nikki sixx (motley crue) didn't even know what a bass guitar looked like when he joined his first band. sometimes, especially when starting out, it's more about energy and confidence than ability. and anyway, you gotta start somewhere, right? if the drummer and guitar player are willing to give you a shot, then go for it and learn what you can from them... there is nothing cooler on this earth than being in a room with other people and creating a collective sound... even if its collective "noise" at first... good luck

i recommend starting right now. you might suck at first, but you will advance very quickly by playing along with experienced musicians. they can teach you how to play the songs and you can practice on your own time. get a teacher and work through the songs with him/her. your teacher will help your technique and teach you theory while you are learning to play with a band the hard way. you will learn very quickly.

Depends on
the music,
how good or bad the others are,
your dedication,
your talent
type of music you are playing... simple folk songs or 70s italian progressive stuff!

and a whole lot more...
