Is R.A.B Regulus Arcturus Black?
Proof: The name Black is different in different countries. Like the Finnish version of the 6th it's something like R.A.M. and the Black family are called the Musta.
The locket/horcrux. Is it the locket that Sirius throws away when they are cleaning the Black house up?
Proof: Definitely works with the Regulus Black theory.
Thats all I have now. I personally believe all of these rumors. My friend John was the one who pointed out the locket one, just so you know.

I agree. I never thought about looking it up in foreign language books, but that's a really good idea.
And I agree that the locket was at Grimmauld Place and they found it while they were cleaning... but i don't think it's there anymore. Remember in HBP when Harry sees Mundungus when he's in Hogsmeade and he drops a whole bunch of stuff that he's been stealing from Grimmauld Place? Well, I'll bet anything that he's inadvertently stolen and redistributed the locket so that Harry is going to have to track it down again.
