I think so, because if you are young, you might not have the capabilities of dealing with any of the consequences of having sex, such as unwanted pregnancy, a wanted pregnancy and not being able to parent a child, sexually transmitted diseases, the break up that will follow after having sex and all the emotional junk that goes with it.
There's more to sex than just the action, there's a lot of aftermath.

First, humans have evolved a series of behaviors to ensure survival of the species.
1. Seek a suitable mate to have and raise children with.
2. Evaluate possible candidates for that job by testing hunting skills, social skills, income levels or whatever else the society in which they live values.
3. Bond relationship between the couple with sex as a prime mechanism. Sex involves very powerful bio-chemical substances being released which directly effect emotion.
4. Stabilization of relationship to a long term commitment, partially driven by mutual self interest and partially by these bio-chemical processes.
Loosing virginity at an early age does not necessarily mean that something is wrong but sex purely for the sake of the pleasure it gives can cause a learned behavior to develop whereby sex is no longer the bonding process but merely an activity or pastime. In this case, pair bonding at a later date may be difficult.

The law of the United Kingdom of Great Britain and Northern Ireland states it is legal at the age of 16. Same with most of Europe and some states of America (with others being 17 and 18). No country in the world states in its law it is illegal to have extra - marital sex. The only condemnation of it is in religious texts (such as The Holy Bible) but if you are atheist or non - theist there is nothing to say you can't have sex as soon as the law allows. And if you really can't wait holiday with your partner in Latin America or parts of Africa you can have sex at the age of 9. But you need to restrain your 'mating urges' and wait until you, your partner and your body are ready. If it is before the age lay down by your law I will not encourage but don't be stupid, you don't want a teen pregnancy ruining your life

I don't think young people have matured enough emotionally to handle sex. Sex is more than a physical act between people and should be treated as a serious step in any person's life.
