When it starts to detrimentally affect other aspects of your life, or when the negative consequences begin to outweigh the benefits.

If I am understanding your question/clarification correctly my answer would be you have too much when whatever that item is surpasses meeting your needs/desires and starts becoming a burden.

To go with your examples, say you have a nice variety of lipsticks, eyeshadow and blushes. When you are getting ready you can turn to your stash and have the perfect colors to go with that day's outfit. Enough. But what if you ended up with so much makeup that rather than getting ready and going out you now have so much that you are wasting time and energy sorting through them. And rather than having say 2 or 3 lipsticks that work you now have 20 in that shade. So by the time you find the right ones, and decide among similar ones, the amount has become a burden and you have wasted time and energy with them when there was no need. And add to that they are taking up space you need for other things etc.

Obviously it's all subjective, but I think when the amount of something becomes a distraction versus meeting a need, then you've crossed that line you speak of. There are other ways to look at this, but I think this is how you meant it....though not totally certain.

There are a lot of variables in what is "too much". People are all
different, and their likes, dislikes, and tolerances are different. To
some people two pieces of chocolate is plenty, while someone
else could eat twenty and still want more. Deciding how much
is "too much" depends on your own tolerance level and your
common sense concerning quantity. Remember too, QUALITY
is always better than quantity!

You have too much when it's perceived value decreases to an uncomfortable level. Too much money becomes just money with no point to it, too many clothes become something to keep in the closet without any joy in wearing them, too much sex becomes a mechanistic ritual who's purpose you have forgotten.

Irritability.
Even with Delicious things like sex or chocolate, when I feel irritated, it's time to go curl up with a good book--solo!

depends on what you have. But just remeber that no matter what you have you can always find a charity that is willing to take it and give it to someone who doesn't have that much.

I think that you know when youve had to much of a good thing when it stops being as good as it once was.

Come on, it is simple! When you feel like reaching a saturation level, it is too much. Or when your gut feeling tells you it is too much then it is indeed too much.
