I've done this a few times and it isn't easy. I'm assuming you want to get rid of rust.
There are rust remover products at the website below which should help if you want the official way. It's more of a coating than a cleaner, but rust is almost impossible to get out of a tank, so coating it is the next best (if not the best) thing.
I have also used marbles in a tank and shook them around with some gas to beat some rust off. It doesn't work that great, because, as you can imagine, you never break off all the rust. But you can get a lot of it.'
The other way is to fill it with Coke or Pepsi. The carbonation attacks a lot of metals and rust (zinc oxide) is one of them. You must wash the tank out very very well to make sure you don't have any sugar residue.
And if you put anything in a tank, don't put water in it. Since you cannot dry it out, it leaves surface rust that is the perfect size to play havoc with a fuel filter.

first of all drain the tank and then remove it from under the car some mechanics won't like this next step but I fill with water and then remove sending unit using a hammer and a block of wood it will have a ring around the top of tank where line hoses fit pour out water and then using an old towel place in tank leave some sticking out and swish the tank around to dry tank after that if any water left in tank use paper towels to dry it out PS the reason I use water it dilutes any gas left in tank or vapors that could explode when removing sending unit It always works for me

Here's an old trick...pour 2 quarts of gum-out liquid into the tank and then add about 5 or 6 pebbles into the tank(be SURE to count the pebbles).Swish them around for a while(the longer the better) and then empty the tank.Be SURE you get all the pebbles.Let it air dry and you should be all set.The pebbles are to knock loose anything stuck on the inside.

there really is no way to clean a gas tank, if you are concerned that there may be water in the tank there is a product called HEET that will take care of it, however if rust is the problem then replacing the tank is really the only solution

My mechanic friend says you should just replace the tank. It sounded like you have major contamination.
