Start by setting the mood. List expressive words that is your idea of scary:
foggy, dark, musty, silent, chilly, creaking planks

The house next door sat quietly on this cold, misty night. The air was brisk and there was a musty smell that overwhelmed me as my dog Bruno and I passed by. I had never really paid attention to this lonely, old mansion before but for some reason that night I became curious. I wondered who had lived there and why was it abandoned. How long had the rusty FOR SALE sign sat in the front yard bent over. That curiosity is something I will never forget. It changed my life forever.

Good luck

Hi. I love to write. I'd probably start a scary story by setting up the scene, perhaps something like:

Long ago, in the city of ________, there sat an old abandoned house just on the edge of town.

I hope this gives you an idea. First I'd set up your scene, whether it is a house, monster, or whatever. Then build in your characters and then the plot. Good luck.
