It is winter but this has been one of the warmest winters here. This might be the first winter where Tokyo didn't get at least one snow.

The seasons are the same on each side of the equator. Since Japan is above the equator like the United States, both are in winter. However somewhere south of the equator, like Australia, it is summer.

In Japan, they consider February 3 the beginning of Spring, so people consider it to be Spring now. The Spring Equinox (March 21) is considered to be the middle of spring.

Seasons are determined by the distance the earth is from the sun, so it is always the same season all over the world. Even in warmer climates that never get snow, it is still winter.
