the first accurate calender was done by the Mayans but the Egyptians and the Greeks also had calenders the moth July was named after julius ceaser and we still have this one today but the first was the myans but as stated the measurement of time is as old as time its self as humans and thier comprehension or self awarness are really the only beings that experiance time as it is a human condtion this is what seperates us from animals they may know it's cold so winter is her and react acordingly but they have no concept of how many winters have gone by in thier lives
so yea the first time man thought was the first time "time" was experiacned

Nobody created time. What you want to ask is, what civilization(s) developed a system for organizing time? The answer is most. Our own calendar comes from the Gregorian method, from Europe- which is one of the first major solar calendars. Most other ancient ones were based on the lunar system.

The Chinese, the Mayans, and the Babylonians for the earlist versions of calendars. Egyptian and Greek Calendars didn't come around till later.
