It could be extremely dry skin, is it itchy? Does it hurt? I am not trying to sound gross but put some lotion on them (don't get too into it now lol jk). If that doesn't work, see a local dermatologist.

your whole body sheds it skin, every day. Skin scells are constantly replaceing old one with new ones,but not usualy to the eyesight, what exact are you seeing?
