the best time to scarify is when you are getting good growth to aid recovery , late spring is a good time once the lawn has fully come out of its winter dormancy period (that's assuming you are from the UK) and then any time until about a month before growth slows, usually late autumn, if you have no source of irrigation it is also wise to ease off during periods of drought as it is just another form of stress on the plant and repeat as necessary again without causing undue stress

best time to do this is just before the growing term about Easter. Because you have taken out all the moss etc put in a feeder to help the ground recover.
also note sulphate of iron kills moss dead. do this before scarifying. get this in BQ

depends on the type of grass.
best times are early spring before the summer stress where you will be seeding over and late fall for grasses like st. augustine so the runners have the opportunity to strenghten over the cooler season when the grass doesn't grow as fast.
Do this every two to three years.
